If you're logged in as an administrator, you're always able to see what the bookings are. If you're seeing the details of a private booking, it means that the system knows you are logged in as an admin.
You can test this. Look at the public calendar on a different computer or browser, making sure you haven't logged in as an administrator.
If someone has accidentally set a private booking as public, you can edit the booking to set it as public.
You can also set the default level of privacy for new bookings as Private. Head to Settings >> Advanced Settings to do this.
